What should be done for the installation of POS-terminals in economic subjects?

POS terminal - is a mobile device or equipment designed for making cashless and contactless payments and/or receiving cash, as specified in the legislation, and provided with the necessary software for this.

POS terminal customers – is a natural or legal person or a state body that must install a POS-terminal based on legislation.

What are the main requirements for installing POS terminals?

The owner of the POS-terminal can be a bank acquirer or customer. The bank acquirer signs a contract with the service center on the connection of the POS-terminal, including the provision of services, and presents the POS-terminal for testing and debugging. Power source, stable communication channel, etc. related to installation of POS-terminal. All technical facilities are provided by the customer. In order for the POS-terminals installed in the economic entity belonging to the customer to be usable, they must meet the following technical requirements defined by the legislation:

  • The POS-terminal must have a keyboard for performing operations required when entering the PIN code; 
  • The POS-terminal should at least have the ability to accept international and local payment cards issued by banks operating in AR and to make contactless payments;
  • The technical parameters of the POS-terminal must be able to be supported by the service center or bank acquirer.

How to apply for the installation of a POS-terminal in a household?

The State Tax Service sends a notification for the installation of POS-terminals in economic entities that are required to install POS-terminals in accordance with the legislation. Within 10 (ten) working days from the time of receiving the notification, the customer must apply to the bank acquirer with the application and other necessary information or documents related to the installation of the POS-terminal. These documents are:

  • a copy of the taxpayer's identity card
  • a copy of the certificate of the customer's tax registration
  • a copy of the document confirming the tax accounting of the economic entity
  • a copy of the notification sent by the State Tax Service for the installation of a POS-terminal in the economic entity, indicating the name and code of the main activity

Documents can be submitted on paper carriers or in electronic form. In addition to the above-mentioned documents, the POS-terminal for writing the software must also be submitted to the bank acquirer. Documents are reviewed within 3 working days of their submission.

If there are any deficiencies in the above-mentioned documents, if the POS-terminal does not meet the necessary requirements or if the installation of the POS-terminal is not possible for technical reasons, the acquirer bank may refuse to install the POS-terminal. At this time, information is sent to the customer. The customer can apply to another bank acquirer within 15 days by eliminating the discrepancies that caused the refusal within 5 working days from the moment of receiving the information about this. At this time, if the agreement is reached, the contract is signed and the POS-terminal is installed within 10 days. An application for registration of the POS-terminal is sent to the State Tax Service within 1 working day after installation. The State Tax Service issues a registration number to the POS-terminal within 2 working days, and the bank sends it to the acquirer and the orderer. The bank acquirer ensures the installation of the POS-terminal and the acceptance of payments within 5 working days.

How is the POS-terminal deregistration process carried out?

Bank acquirer to cancel the registration number given to the POS-terminal within 2 working days in the cases mentioned below To the State Tax Service can apply:

  • if the contract concluded between the bank acquirer and the customer is terminated;

After the POS-terminal is deregistered, the customer is sent a notification about the installation of a new POS-terminal within 3 working days. The customer must ensure the installation of a new POS-terminal.

  • if the POS-terminal is replaced with a new one;
  • if the customer's business entity is liquidated.

After receiving the application, the registration number is canceled within 2 working days and the bank is informed about it electronically.
